Added Config

now depends on YetAnotherConfigLib

you can access the config from the server folder in the config folder (a file named dusk_levels_config)

mod features can be enabled/disabled and values can be tuned

disabling the leveling will undo mob changes as you aproach them (current method of unistalling the mod untill i find a better solution)

Scaling Factor and Leveling speed is adjusted
