Library rooms have their books back

Portal library rooms had been turning up with completely bare shelves. They are stocked again — and when nobody has written enough books in your language to fill one, the room now settles for the closest author it can find instead of standing empty. Expect a shorter shelf in that case rather than none at all. A dropped connection to the community book service no longer empties every library in your world for the rest of the session either; a room that comes up short quietly tries again a few minutes later.
