Kill the ender dragon X times to obtain one elytra. each player gets their chance to obtain an elytra, without making it a farmable item. configurable amount of kills to obtain it.
A small datapack for multiplayer servers - killing the ender dragon X times drops the elytra - its tracked per player, so each player is guaranteed to obtain at least one elytra, while not making it a renewable or infinitely farmable item in practice.
