Fixes
- Fixed JSON config encoding on Windows.
- Config files are now always read and written as UTF-8 instead of using the operating system default charset.
- Fixed an issue where Russian text in donation commands could turn into broken mojibake text such as
Рџ...on some Windows systems. - Applied UTF-8 config handling to main config loading, field saving, command rule saving, and legacy config migration.
