Alex's Caves Incompatibility Fix & Fire Prevention

- Fixed anti-pvp and anti-build perimeter not increasing it's health back to maximum on some occasions.
- Fixed anti-build perimeter preventing players from extinguishing flames.
- Added a join refund game rule option for when Alex's Caves and Medieval Origins clash, this is a kill switch for the Cloak of Darkness and the Hood of Darkness.
