Damage Tint Updated

After being inactive for several years, Damage Tint has finally been updated for modern Minecraft versions.

A huge thanks to DeadlyMC for creating the mod and agreeing to hand it over. I'll be maintaining and updating the project going forward.

Changes

• Updated to the latest Minecraft/Fabric versions.
• Now requires Fabric API.
• Reworked the implementation to use Fabric's APIs instead of mixins for HUD rendering and commands.
• No gameplay or configuration changes, the mod behaves exactly as before.
