Modified the power generation value and capacity of the SurgeFrostDustGenerator to be configurable options, with both values now increased tenfold compared to the original. Fixed an issue where the SurgeFrostDustGenerator's burn bar would increase power generation efficiency whether it was full or not, and the burn bar's length has been increased tenfold. Added a configurable option for whether to transform blocks.
