Create Cobblemon Legends

• Removed Just Enough Resources since it was causing long connection times to default servers
• Massively tweaked Mod Sets Environment category to better allow toggling between Singleplayer, Multiplayer and Dedicated Server environments.

Known Issues: Mod Sets configuration was accidentally left on Multiplayer only when exported. Easily fixed by going into your Mod Sets settings and checking the Singleplayer option under the Core tab. Only necessary if you plan on playing singleplayer with the included worldgen mods and other miscelaneous server-side logic mods like Apathy.
