Controlled Leaf Decay

Adds control over leaf decay.

Usage

This mod allows live reloading of the config via command:

/cld reload

The config is simple. config/controlledleafdecay.json lets you specify minimum and maximum times in ticks that it takes for leaves to decay.

In the future I'm planning to add different decay probability functions / distributions, and maybe even an expression parser.
