Initial modrinth release.

Allows decoupling the world difficulty from hunger difficulty via configurable settings.
- A global toggle that will enable/disable the mod in general.
- A toggle to enable/disable hunger depletion across all difficulties.
- An options setting to adjust what difficulty starvation's effects will be based on.
- An options setting to adjust when to apply peaceful's unique regeneration effect, if at all.
Should work in most modpacks to allow you to configure hunger to your liking.
