Adds an opt-out for screen pausing in the shared UI toolkit.

What's new

• CodxConfigScreen can now stay non-pausing. A new protected boolean pausesGame() hook (wired to isPauseScreen()) lets a config/monitoring screen keep the game ticking while it's open. Override it to return false for live dashboards and HUD-style screens; it defaults to true, so existing screens are unchanged.
