Added some config options for raid coordinate allocation in the raid dimension.
- raid_cap sets how many raids can occur at the same time.
- raid_allocation sets how the coordinates are determined.
  - SPIRAL: Raids always spawn first at (0,0) and spiral outwards.
  - RANDOM: Raids randomly spawn in one of the nine closest available slots to (0,0).
- Setting raid_allocation to RANDOM can help if you are dealing with occasional persistent entities in raid dens.
Fixed an issue with raid dens spawned by raid shards being stuck on tier 1/stellar tera when the raid tier/type is locked.
