This update focuses on critical reliability fixes for spawning and encounter permissions, ensuring Rustling Spots behave consistently for all players in survival and on servers.

🐛 Fixes

Fixed an issue where Rustling Spots could stop spawning in the Overworld due to incorrect surface detection. This restores reliable surface, water and cave spawns.
Fixed Pokémon encounters only triggering for OP players. Spawns are now executed via a server-side command source, ensuring all players can trigger encounters without special permissions.
