Add BattleRegistryMixin for team packing and Pokemon restrictions by @Adammatthiesen in https://github.com/Matthiesen-dev/cobbled-level-control/pull/16

This release also disables the normal BattleStartEvent listener for the time while i look for a work around for canceling. Battle difficulty config currently only allows restricting battles with level config enabled. all other battle difficulty config options are currently disabled.
