CityChan's RNGdle
CityChan's RNGdle rolls your fate once per Minecraft day, applying a set of potion effects that last the full day and cannot be removed. Similar to RNGdle.com.

- Colorblind rarity increased - now ~1% of the Neutral anchor draw (was ~1.5%)
- Thirteen Orphans now uses weighted drawing - Godtier and Good effects are 2x more likely per slot than Neutral, Bad, and Hell
- Nine Gates now uses weighted drawing - Godtier and Good effects are 2x more likely per slot than Neutral
- Weeping Angel observation check now runs every 2 ticks instead of every tick (performance)
- Rebalanced effect count distribution weights
