• Added min_level filter condition

Fixes

• Fixed pokemon species names with spaces (e.g Iron Valiant) causing discord webhook alerts to not send.
• Fixed not being able to create filters using pokemon species names that include spaces or other special characters. Now species=ironvaliant and species=mrmime should work as valid condition tags.
• Fixed pokemon names always showing on Journeymap. Now names will only show IF they are currently alerting, coloured according to their filter group. (Thanks to @doomadius on Discord)
• Fixed PC features (bookmarks, etc.) not working when the pc.json file was corrupted.
