Unlike datapack solutions, the number of books that must be placed in the chiseled bookshelf for it to work can be customized with the wich:chiseled_enchanting_books (chiseledEnchantingBooks before 1.21.11) gamerule [default 6]. Setting the gamerule to 0 will make the chiseled bookshelf provide enchanting power with no books, setting it to 1 will require at least 1 book, setting it to 3 will require at least 3 books, etc.
Because of the way the client/server code is structured, the enchanting particles will only move to the table from completely filled chiseled bookshelves regardless of the value of the gamerule.
