Bugfix and minor update

• Fixed respawning outside of Prison Realm (for real this time)
• Added 2 new commands:
• /prisonrealmcheck, can be used by anyone, says if someone is in Prison Realm
• /resetprisonrealm, only for admin use, sets the variable that checks if someone is in Prison Realm to false, basically allowing one more person to be sealed
