A datapack that slowly expands the World Border whenever players are online, then pauses its expansion when players leave

- Applied expanding border to the nether and end as well
- both dimensions expand at the same rate as the overworld
- the nether starts at 128x128
- the end starts at 1000x1000, barely reaching the outer end islands
