Allows Bedrock Edition and Legacy Console Edition skin packs to be used natively on Java Edition!

- Added a new capes tab to the Change Skin screen where capes can be equipped
- Minecraft account capes and skin pack capes can be equipped
- Selecting a skin with a cape will automatically equip that cape
- Resources no longer need to reload when adding or removing a skin pack
- Updated the default rotation and position of the paper doll
