Arceus Blank Plate

Adds the Blank Plate from Pokemon: Legends Arceus to Cobblemon!

Mostly made for lore servers and people who just want all key items, but does have some functionality possible via Mega Showdown:

Similar to Silk Scarf, it boosts the holders Normal-Type damage by 20%, but like the other plates, it cannot be removed from Arceus mid battle. This makes it a slightly better alternative to Silk Scarf if you wish to use it in battles.
