Added new world event: Potion Sickness

Potion sickness is a new effect that is applied to players who have more than 10 active positive effects active at once, once applied this effect has a small chance every second to either apply a random harmful effect, half the duration of all positive effects, or rarely remove all active effects. Purification and milk cannot be used to get rid of potion sickness.
