Allows custom music tracks to be added into the vanilla music rotation at configurable weights, biomes, structures, etc.

-Added the ability to configure WHEN music plays using minecraft's time values. If the timeRanges argument is used, the music will only have the chance to play when the game time is within the specified range. This is primarily for the purpose of differentiation between daytime and nighttime music.
