AllayChat

Changes:

• Updated lettuce version and added a few necessary dependencies for it.
• Fixed an issue causing ignored players to ping/mention players.
• Dropped 1.19 and 1.20 support, from now on only 1.21 and up is supported.
• Cleanup unused PlayerManager methods
• Made mention handling cross-server compatible (you still need to update cross-server module)
• Strip/delete MiniMessage tags from messages if not permitted
• Fixed an issue with MySQL (SQLIntegrityConstraintViolationException)
• Changed some filters' default values.
