Aligned Nether Portal
Nether portals will spawn on the exact coordinates in the nether (/8) with the same configuration (+ guard rails).

- Guard rails now don't spawn on land, only when the nether portal generates in the air
- you can now toggle vanilla nether portal behaviour per player with /trigger vanilla_nether_portals_for_you
- default is this data pack's behaviour
