Added support for dynamic simulation distance adjustment
- Existing configs will be migrated automatically and work exactly as before
- Added max_simulation_distance and min_simulation_distance global config rules
- Added target filed to rules (values: VIEW / SIMULATION)
- Renamed min_view_distance and max_view_distance fields in rules to min_distance and max_distance
- Added new commands
