Port 1.5.2 to 1.21-1.21.1

From 1.5.2:

• replaced "Ignore persistent leaves" config with "Persistent leaves behavior", which can be any of the following
  • IGNORE: leaves ignore persistent leaves (placed by player) when determining whether to decay or not
  • NORMAL: persistent leaves behave the same as non-persistent leaves
  • MATCH_ALL: persistent leaves match all logs and leaves; useful for certain redstone contraptions
• IGNORE and NORMAL are equivalent to "Ignore persistent leaves" true and false, respectively
• MATCH_ALL is useful for redstone compatibility with multi-type tree farms that use leaves and observers for tree detection
• also backported increased allowable decay delay configs
