Changed many configs to be conditional. Meaning configs will be enabled/disabled as other configs are changed in the menu. Due to how conditional configs work in Fzzy Config, I expect this change to break some mods that depend on Subtle Effects' configs
Added basic Lootr support (#166)
- Adds support for chests and decorated pots spawning bubbles underwater
- This also fixes Lootr chests spamming the chest opening sound underwater

Fixes

Fixed mod compatibility mixins causing log errors on startup (MixinConstraints is now an embedded dependency)
Fixed the replaceDustWithBubblesUnderwater config being untranslated
Fixed spectators being able to spawn splashes
Fixed crash with Sable, making the mod compatible with Create Aeronautics (#221, #222)
