Wool Elevators, a Datapack for Servers

First release.

• Stand on wool, jump to rise to the next block of the same colour, sneak to drop to the next one below.
• Sixteen colours, sixteen independent shafts.
• Range and cooldown adjustable in game; both survive restarts.
• One file for Minecraft 26.1, 26.2 and 26.3.

Verified on real servers on all three versions: riding up, riding down, skipping a different colour in between, refusing to move without a matching block, refusing a blocked landing, and respecting the range limit. The jump and sneak triggers were checked with an actual connected player.
