Maintenance changes, reforge material reworks and additions, and new reforge compatibility

Removed hardcoded Rose Gold tools compat, and instead gave them the item tags they're missing (functionally unchanged)
Added melee_weapons to the tag verifiers in the melee reforges
Added melee_weapons to Great Runeaxes from Death Knights so they can get melee reforges (they will still also get tool reforges until it is fixed in the Death Knights mod
Added OnlyExcavators compat for the excavators used in Prominence II: Hasturian Era
Massively reworked the file structure for reforge material changes, files are now named after the reforge material after instead of organizing by mod + item type
Added compat for Kite Shields from Paladins and Priests
