All vanilla structures now appear EVERYWHERE!

- Added Ocean Monuments
- 4 different sub-structures: monument_end, monument_nether, monument_netheroof and just monument
- Since they are a custom structure they use "structures_everywhere:" instead of "minecraft:"
- Nether monuments spawn at y=34 and y=128, overworld monuments spawn at y=65, end monumuments spawn at y=50 only in end highlands and end midlands biomes
- they dont spawn guardians (might be changed in future updates) but they contain 3 elder guardians just like their vanilla counterparts
- Regular Ocean Monuments still appear and function the same
