MAJOR UPDATE for Minecraft 26.3

There have been significant changes to the world generation files in snapshot 4. This update moves the files for Minecraft 1.20.2 to a separate overlay directory with incremental update files for versions 25w31a through 26.3 snapshot 2; then adds a new base overlay directory for Minecraft 26.3 with incremental backport files for snapshots 4 through 10.

The data pack has been regression tested against Minecraft versions 1.21.8, 25w31a, 1.21.11, 26.1 snapshots 10 & 11, 26.1.2, 26.2 snapshots 3, 4, 5, & 7, 26.2 (release), all 26.3 snapshots and pre-releases, and 26.3 release candidate 1.

The data pack’s max_format has been bumped to 129 to allow for future format changes by Mojang, hopefully not impacting world generation again in the near future.
