Increased Pearl Cooldown

This simple datapack changes the Ender Pearl cooldown from 1 second to 6 seconds. This is useful in PVP scenarios to avoid people unloading a shulker of pearls to escape.

Only Works in 1.21.2 or above, due to usage of item components which was added then, so I can't backport it either.
