A Small maintance update mostly made by CrossVas.
Dealing with problems he found or bugs that got reported.

• Added: Plugin Feature System. The plugin system is mainly for heavy bulk systems in place but its hard to allow granular control. This is where the "Feature System" comes into play. It allows to define single functionality functions that only provide 1 feature. Said feature then can be enabled/disabled as needed giving a lot more control. Note that the feature system is a extension of the plugin system. (Author: CrossVas)

• Changed: Moved Mekanism plugin into the Feature System (as all its functionality was just small features) (Author: CrossVas)
• Fixed: runData would cause crashes with ic2c because of a unchecked minecraft instance being used.
• Fixed: Solar Turbine was resetting its heat value when maxed. (We assumed maxed out is the default value when saving but didn't implement the reading part properly) (Author: CrossVas)
