• Add support for data formats 96-111 and resource formats 77-92.

Fixed

• Fix format specifiers in pack.mcmeta of data pack, so it is recognized as compatible for data format 82+.
• Load overlays on all versions including those that don't yet exist, to ensure maximum compatibility with future versions, without having to constantly update pack.mcmeta.
