First Beta version of the Ocean Monument re-design update

Changes

• Disabled vanilla ocean monument generation
• Added a new ocean monument structure

Technical Changes

• This update does not remove vanilla ocean monuments. It disables them by emptying the minecraft:has_structure/ocean_monument tag.
• The re-desigined monument has generates using its own separate tag.

Known Issues

• The height the monument generates at can be too high

Note: This beta version only includes the new structure itself. There are currently no mobs spawning or loot generating within the structure. This version is to test how the structure generates.
