Dynamic Lights

Changes:

• optimized the datapack to improve performance significantly
• glow ink sac now counts as a luminous item
• added support for spectral arrows
• renamed config option "fire arrows glow" to "arrows glow" to support both flame arrows and spectral arrows
• added an uninstall function (/function dt:uninstall)

Bug Fixes:

• lit creepers wouldn't damage surroundings
• arrows which were set on fire in the past would glow even if they weren't on fire anymore
• creepers and players set on fire wouldn't glow
