Cobblemon Outbreaks++

It's finally here! Finally got around to updating this pack, now that our group wants to play Cobblemon again. Turns out I had to rework the entire pack... From my tests with this update, it seems to be working again. If you run into issue, let me know on GitHub or Discord!

Changelog:

• Updated all outbreaks to use the new schema required by Cobblemon Outbreaks
• Added all base form pokemon in Cobblemon up to 1.7
